Legislative Summary

California home inspectors are not required to be licensed. The California 
Business & Professions Code defines a home inspection as a “a noninvasive,
physical examination, performed for a fee in connection with a transfer, as
defined in subdivision (e), of real property, of the mechanical, electrical,
or plumbing systems or the structural and essential components of a
residential dwelling of one to four units designed to identify material
defects in those systems, structures and components.” The complete text is

California home inspectors are prohibited from performing any repair work on
a property they have inspected within the prior 12 months. In 10 of the last
12 years, new legislation has been proposed. ITA works with the California
Coalition of Home Inspectors http://www.thecchi.org/ in representing the
inspection profession before the state legislature.
